Pull Request: Add new hktoll Watch Face

Description

Add the new hktoll complication with features:

Displays toll rates for Hong Kong's cross-harbour tunnels (CHT, WHT, EHT)
Cycle tunnels with ALARM button
Toggle public holiday mode with long press ALARM (indicated by 'H')
Rates adjust for time of day and holidays
