Changes:

tachyon/zk/plonk/examples/tracking_testing.md:

Fixed link: circuit_test.cc → circuit_test.cc
Reason: Link should match actual file name for correct navigation

tachyon/base/numeric/safe_value.h:

Fixed grammar: "provides static checks" → "provides a static checks"
Reason: Added missing article for grammatical correctness

These changes improve documentation accuracy and code readability.
