This commit refactors the code to introduce a very simple interpreter and effect. There is a default interpreter which makes evaluates the given effect and invokes the change as a module, function, args.

This commit refactors the code to introduce a very simple interpreter
and effect. There is a default interpreter which evaluates the
given effect and invokes the change. Within the test environment, a
test interpreter simple returns the effect which can then be asserted
for "correctness".
