This PR takes the implementation described in https://github.com/kubeflow/kubeflow/blob/v1.10.0/components/proposals/20220121-jupyter-notebook-idleness.md and extends it to make use of jupyterlabs
/api/terminalsendpoint, to allowidlenessorlast activityto be defined by the most recent of either kernel or terminal activity.
