Numbers starting with in01250000000 in01 = NDMSO 25 = Year record was created 0000000 = rest of the number get incremented by 1

Add a one up number for local IDs. This is adapted from the LCCN number generator for NACO records.
Starts at
in01250000000. Year should update in the new year, but code also copies and updates the endpoint to set the value manually. Setting the number manually shouldn't include the initial 3 charactersin0.
