LUMINA-30 is a civilizational reference framework designed for the governance and evaluation of recursively self-reconstructing AI systems.

Instead, LUMINA-30 defines a civilizational boundary condition:
human procedural authority must not be structurally eliminated before irreversible external impact occurs.
