Before attempting to install the plugin, check if the Mattermost server container is actually running. If it's not, dump the logs to help diagnose why the server crashed. This addresses CI failures where the server enters a restart loop during the plugin build phase, before plugin installation is even attempted.

Summary
This adds CallID and SessionID to all relevant RTCD logs. Adding these fields will make it easier to isolate specific calls in Grafana, particularly if there are multiple simultaneous calls, and will generally aid debugging. We plan similar update to Calls plugin as well.
