Replaces the
animate-pulseon the PENDING APPROVAL badge with a conic-gradient border beam that travels continuously around the perimeter of the badge.A narrow amber glow sweeps the full border path every 2.5 seconds using a rotating oversized conic-gradient masked by an inset pseudo-element, so only the ~1px border zone is visible.
