On this branch I added a github action that will run the precommit hooks configured in
./.pre-commit-config.yamlon a given PR if any python file has been edited. It will then push back any linting changes to the PR.Additionally, I made some minor updates to the triggers of our other actions.
I also went ahead and change pyproject.toml to point dependencies to the requirements.txt file
