Goals
Provide a common entry point to DeviceIOControl(). Currently there's a lot of boilerplate code needed for that function, like opening the handle, the log messages when an error occurs, etc.
Eventually, we would also want to add a generic way to handle the retry status response. This wrapper could help enable that.
