This PR implements a weekly permissions sync that adds support for conditional access classic policies endpoints to the permissions configuration. The changes add three new permission entries for reading and modifying classic policies within the identity/conditionalaccess namespace.

- Added GET endpoint for listing classic policies under Policy.Read.All scope
- Added PATCH endpoint for updating individual classic policies under both Policy.Read.All and Policy.ReadWrite.ConditionalAccess scopes
