- Add comprehensive rental-portal.md covering all portal features - Document account maintenance fee, GPU node rentals, cost allocations - Add Rental Manager and Billing Manager guides with example scenarios - Add Invoice Reporting documentation with override types and finalization workflow - Add REST API section with token authentication and endpoint documentation - Update mkdocs.yml with Rental Portal navigation entry

Document the owner and title filters available on invoice report pages for Billing Managers to filter displayed entries.
