Modernizing and speeding up the linting/formatting setup by switchin from Flake8, Black, and Isort to Ruff (which is used by many other Mozilla projects). Updating the requirements files and applying the new rules accordingly. I've kept the rules as similar to what was present already as possible, but more can be enabled in the future.
