Fix cpuinfo & jmetal package names

Currently, cloning moocore and running uv sync in the python directory fails due to this.

Looking on pypi, these are the appropriate packages:

• cpuinfo from py-cpuinfo
• jmetal from jmetalpy

uv sync succeeds after this change.
