Add cross-env as a top level dependency

@nwx-natew hey Nate, in this new part I believe for EU it should be different, not sure if it's best to add another link or just mention it, but without additional info it might get confusing.

@nwx-natew in the future we will have more regions so maintaining a list might not be as helpful, but for now I think it's the best solution. |
