MPV shortcut keys like MPC

Input.conf and MPV.conf that remain the shortcut keys from MPC.

The config files should be placed in:

For Linux

~/.mpv/ or ~/.config/mpv/

For Windows

You must create a directory called "mpv" inside of directory where have the mpv.exe, like example below

C:\mpv-0.24\mpv\
