feat: alerts for acceptance of specific agreements.

Description

This PR introduces two generic component for gating features behind accepting user agreements.

• An Alert component to display details of the agreement to be accepted
• A wrapper component to place around gated content that will disable the functionality till the agreement is accepted.

This will work with the API introduced in openedx/openedx-platform#35895

• Any new files are using TypeScript (.ts, .tsx).
• Avoid propTypes and defaultProps in any new or modified code.
