Backporting JDK-8379515: draft-ietf-lamps-kyber-certificates is now RFC 9935.

This PR updates all references from draft-ietf-lamps-kyber-certificates-11 to its published form, RFC 9935, now that the ML-KEM certificates Internet-Draft has been officially published as an RFC.

For parity with Oracle JDK.

Ran related tests on macos-aarch64:

~/github/jtreg/build/images/jtreg/bin/jtreg -jdk build/macosx-aarch64-server-release/images/jdk -Djdk.tests.repos.pattern="file:///Users/$USER/repos/lamps-wg/%n/%e" test/jdk/sun/security/provider/pqc/PrivateKeyEncodings.java

Results:

test result: Passed. Execution successful

PrivateKeyEncodings.jtr.txt


Progress

  • Change must not contain extraneous whitespace
  • Commit message must refer to an issue
  • JDK-8379515 needs maintainer approval

Integration blocker

 ⚠️ Dependency #446 must be integrated first

This PR updates all references from draft-ietf-lamps-kyber-certificates-11 to its published form, RFC 9935, now that the ML-KEM certificates Internet-Draft has been officially published as an RFC.

For parity with Oracle JDK.

Negligible risk — documentation-only change updating a draft reference to its published RFC number, with no functional impact.
