On CentOS 7, libmodsecurity 3.0.2 is available but ModSecuirty-nginx
requires ModSecurity 3.0.3 or later, so it is better to package
openresty-modsecurity for OpenResty with ModSecurity-nginx.
With this PR, the following customization is required to enable
ModSecurity.
