We're already pretty good except pipes.quote is deprecated and shlex.quote is its new replacement.

BTW this PR is optional; pipes.quote still works as of Python 3.8. |

We're already pretty good except pipes.quote is deprecated and shlex.quote is its new replacement. The shebang line still says python2 but I'd rather sed it in the spec file for el8 than change it for everyone.
