Bumped dev db-blender postgres version to latest

In docker-compose-dev.

With postgres version 17, db-blender keeps restarting with this log.
Bumping to latest fixes this.

Hi @BjarkeHou , this is a bit strange, when I try the :latest, tag, it is giving errors to me (on Ubuntu). Whats a good way to fix this?

Hey @hrishiballal. Updating to postgres to :latest is what fixed crash for me on ARM Mac OS. Could you share an error you're seeing with this on Ubuntu if you're still seeing an error?
