ui-protoを3.11に追従します。
pyproject.tomlのversionを3.11.11にあげます。

バージョン3.12のためのprotoの更新をpre-releaseへ行います。 main -> pre-releaseのマージが終わったらマージします。
pyproject.tomlのバージョン情報を3.12へ更新します。 #200 がマージされてからマージします。
