…/ seq 1] (#201) This PR moves cli implementations into actual bin targets (and starts using waymark as external dependency). Also, we extract the observability setup crate from the observability mod for easy reuse across bin targets as separate crates and for better scoped feature-flags

This is simply a preparation to extract the executables from the waymark crate - and this way it's easy to distinguish between the types of crates
Separate PR to avoid reviewing this trivial move as part of something larger and less trivial.
