running_check(), is used to determine whether a specific process (dev_handler) is currently running on the system. This function returns an integer status: 0 → The process is running 1 → The process is not running

This PR adds the running_check() function for detecting whether the dev_handler process is active. I would appreciate feedback and verification that the implementation behaves as expected.
