Enhance Cosmolet with dual BGP modes, pod health checks, and improved loopback IP management

This PR improves Cosmolet to support dynamic and connected BGP modes with enhanced reliability and observability. Key updates include:

• Added pod health checks before advertising service IPs via BGP, ensuring only healthy endpoints are advertised.
• Added additional debug logs to trace active service IPs, protected IPs, and loopback operations per loop iteration.
• Fixed loopback IP cleanup logic to respect configured exclusions and avoid removing active IPs.
• Updated RBAC and service account permissions to allow listing nodes and pods as required.
