… limited to state-line for now. Also included a basic example for hiscale_obs builder (need to update this with new size dist info and make a formal example. Missing pieces: freezing variables are not working quite right, hiscale_obs example needs to be expanded; need to extend viewer to other plot types

Debugged and expanded the plot viewer. Fixed some minor bugs that were uncovered. Added and fixed some tests.
