This PR updates RPPAL dependency to 0.22.1 to support Raspberry Pi 5.

Testing:
Tested on Raspberry Pi 5 with basic GPIO operations. The library now compiles and works correctly with the latest RPPAL version.
Fixes compatibility issues with newer Raspberry Pi models.
