OpenXR Runtime Switcher

Initial version of my OpenXR Runtime Switcher.
Built with .NET Framework 4.6 to stay as compatible as possible.

Resolves the problem of not having an easy way to select OpenXR Runtime on Windows.
-- Very basic and mostly hardcoded paths.
-- Does require "Run As Admin" to execute the changes.

Straightforward and not complicated to understand
