Bumps [tar](https://github.com/isaacs/node-tar) to 6.1.15 and updates ancestor dependencies [tar](https://github.com/isaacs/node-tar), [gulp-sass](https://github.com/dlmanning/gulp-sass) and [node-sass](https://github.com/sass/node-sass). These dependencies need to be updated together.
