This is already what's validated with the Debian CI, and cephadm is the target to replace ceph-ansible.

Agreed

We must not forget to say that to the TSC so that it is an official thing

force_cepham is the playbook variable to force the use of cephadm.
is_using_cephadm is the final variable to check to know whether we are using cephadm, since it can be set either as a distro default (OracleLinux and Debian for now) or with force_cephadm in the inventory.
