-Added neural networks for DNase-seq and ATAC-seq (--atac and --dnase)
-Added "--splice" argument to remove introns based on CIGAR strings. This allows Allo to calculate information based on windows with the introns removed.
-Switched to Tensorflow Lite model for faster prediction and less RAM usage
