This is the start of a draft pr to provide us with a document to capture notes from strategic meetings held by the SimPEG community and to help us plan those out. These meetings are meant to be distinct from weekly meetings (though we may sometimes use a weekly meeting slot) and are meant to provide time for us to reflect on progress, and chat about strategic development for the community and for the code-base.
