The only use was to wrap the resource definition itself, this can be used directly.
On organization deletions the ORM would NULL the foreign keys on entities related to it, including project-level limits. This addresses the issue by only setting the project_id on these. The organization is transitively associated via the project.
The prior approach possibly interferred with datbase migrations. Moreover, changes in the environment variables were silently not propagated to the database. This avoids confusion around the behavior. Limits can be manually tweaked through the database.
