Initial Release of Smashing Boxes Web Boilerplate

This is the first fully supported release of our web boilerplate to be used for kicking off new projects. It includes the basics of setting up React, Redux, and testing facilities around it. The chosen libraries are the standard for new projects at Smashing Boxes going forward.
