feat: bzlmod support

• Add Bazel bzlmod support for sonic-platform-common using aspect_rules_py v1.7.1 with uv extension
• Create BUILD.bazel files for all modules under sonic_platform_base/
• Configure external SONiC dependencies via local_path_override (sonic-py-common, sonic-config-engine,
  sonic-swss-common, etc.)
• Fix import bug in test_usb.py and test_storage_devices.py where relative import from .mocked_libs.blkinfo
  contradicted the sys.path manipulation already in the code
