CDB firmware handler init failure blocks CMIS bring-up on SmartSwitch in 202511 branch
Description
On SmartSwitch platforms, CDB firmware handler initialization fails for CMIS optics that don’t support CDB FW management, causing xcvrd to bail out and CMIS ports to stay down even when admin up.
CDB FW init is currently treated as fatal; it should be handled as non-fatal so CMIS bring-up and DOM/TRANSCEIVER_INFO_TABLE updates can proceed normally when CDB FW features are not supported

run "load mg" and it should be successful
