This PR updates the stellar-core version used in the RPC workflow from v25.0.0-2911.e9748b05a.jammy to v25.1.0-2978.414a5e53d.jammy, bringing the integration tests to use the latest stable stellar-core build.
Changes:
- Updated stellar-core version from v25.0.0-2911 to v25.1.0-2978 for both protocol 24 and 25 integration tests
- Updated both Debian package versions and Docker image tags consistently
