Summary

export PortalGroup from the @headlessui/react public entrypoint
add the missing public API assertion to the React index export test

Testing

npm --workspace=@headlessui/react test -- --runTestsByPath src/index.test.ts
npm --workspace=@headlessui/react run build

Fixes #3848
