Babel	Incomplete support since Babel v7.15	See Babel’s documentation. Currently only supports % as the topic and not ^ as the topic yet. Use the Hack plugin, which was added in v7.15.
TypeScript	Blocked until this proposal reaching Stage 3
Flow	Blocked on further proposal progress	See facebook/flow#5443.
WebStorm	Dormant for now	See WEB-29784 and WEB-39247.

Note: Because TC39 is moving forward with Hack pipes rather than F# pipes,
this table addresses tooling specifically for Hack pipes.
