Summary

add PcbNoteRect, PcbNotePath, and PcbNoteDimension primitive components that emit the expected Circuit JSON records
expose the new primitives via the public component exports and intrinsic JSX typing
document the new PCB note element interfaces and cover them with focused unit tests

Testing

bun test tests/components/primitive-components/pcb-note-rect-board.test.tsx (fails: missing bun-match-svg dependency in the sandbox environment)
