This PR proposes Release Notes for Foreman 3.18.
I'd like to invite everyone to review the Headline features, Upgrade warnings, and Deprecations sections. The rest is generated from Redmine and SCM.
Let's settle on release notes here in this PR. Once this one is merged, I'll raise a PR with release notes in foreman-documentation.
