Update Go version and dependencies

Summary

• Update Go version in go.mod from 1.25.1 to 1.25.5
• Update all dependencies with go get -u -t ./... && go mod tidy
• Replace tools.go with the new tool directive in go.mod (introduced in Go 1.24)
  • This eliminates the need for the blank import workaround
  • Updates go:generate comments to use go tool instead of go run
