Description

may eventually close #103? This pr is meant to make our docker builds fit with gh actions runtime.

Changes

  • libtorch is downloaded an unzipped instead of cloned and built in x86
    • on arm, libtorch must be compiled from scratch
  • protobuf compiler cmake now looks at local libraries before libtorch libraries

TODO

  • make sure everything makes sense
  • find other ways to make arm container build quicker
