The refactor adds http headers to allow consumption of closed source bundlers

- Consolidate RPC client creation logic in RPCBase - Replace urls with RpcConfig to allow custom headers - Update README to clarify optional header usage
Update actions/checkout from v2 to v3 and actions/cache from v2 to v4 to benefit from latest features and security updates
