Fixes a bug in the vector chart HAProxy Deployment template where priorityClassName was incorrectly read from
.Values.priorityClassNameinstead of.Values.haproxy.podPriorityClassName.values.yaml and README document
haproxy.podPriorityClassNameas the HAProxy pod setting, but the template was using the global value.
