chore: add minor changeset for v0.23.0 release

Summary

• Adds a changeset file for the v0.23.0 minor release
• When merged, the changesets CI workflow will create a "Version Packages" PR that bumps the version to 0.23.0 and updates the changelog

What's in v0.23.0

New Features

• Observability dashboard - Local web UI showing live browser viewports, command activity feeds, console output, network requests, storage, and extensions for all sessions. Commands: dashboard start, dashboard stop, dashboard install (dashboard #1034)
• Runtime stream management - stream enable, stream disable, and stream status commands. Streaming is now always enabled by default (Add runtime stream enable/disable/status commands #951)
• Close all sessions - close --all flag to close every active browser session at once

Bug Fixes

• Fixed Lightpanda engine compatibility (fix lightpanda #1050)
• Fixed Windows daemon TCP bind failing when Hyper-V reserves the port (fix(windows): fall back to OS-assigned port when Hyper-V blocks daemon TCP bind #1041)
• Fixed Windows dashboard relay using Unix socket instead of TCP (fix: use TCP instead of Unix socket on Windows in dashboard relay #1038)
• Fixed radio/checkbox elements being dropped from compact snapshot tree (fix: retain radio/checkbox elements in compact snapshot tree #1008)
