🐛 Fix VMI Ready condition with correct message

What does this PR do, and why is it needed?

This PR updates the VMI Ready condition message to always be set with the latest state. This ensures stale status (e.g. item not being security compliant) to be updated with the latest state to avoid misleading error message.

Deployed this change to an internal testbed and verified the following workflow:

• Deleted VMIC and verified VMI had the Ready condition false with "Cache not ready" message
