Local build testing
Marking this is as WIP. Attempts to build so far by the standard means have failed, and had to use rustup. May mean issues with arch portability, posting this as a draft though to get more ideas on how to correctly handle. This was modeled after how arch packages the python3-mitmproxy-rs at https://gitlab.archlinux.org/archlinux/packaging/packages/python-mitmproxy-rs/-/raw/main/PKGBUILD?ref_type=heads except -linux is split into its own package.
