Fixes: #105

This PR includes the following changes to our community code of conduct:

  1. Use reference link to https://github.com/cncf/foundation/blob/main/code-of-conduct.md instead of maintaining a copy of the content.
  2. Added the violation reporting email address to CODE_OF_CONDUCT.md to clarify how community members can report instances of unacceptable behavior.
  3. Renamed code_of_conduct.md to CODE_OF_CONDUCT.md to follow community convention

@kevin-wangzefeng As in https://github.com/cncf/toc/blob/main/.github/ISSUE_TEMPLATE/template-graduation-application.md#governance-and-maintainers required, CNCF Code of Conduct is cross-linked from other governance documents. Currently you rename it to CONDUCT_OF_CONDUCT.md, but the link in GOVERNANCE.md still is lowercase conduct_of_conduct.md, https://raw.githubusercontent.com/volcano-sh/community/refs/heads/master/GOVERNANCE.md, so should also refactor the link in GOVERNANCE.md?
