This implements population of a References section from a file of BibTeX entries located at
citations.bib, allowing usage with citations exported from other applications.(
citations.bibis not included in this PR; a warning is issued when it is missing.)This operates by populating
respecConfig.localBiblio, then reformatting the list that was rendered by ReSpec.This assumes that the existing "Reference List" section will be removed.
I performed test runs of the github workflow on a fork, to verify that spec-prod does not encounter any issues.
